On Final Report by the Board on the Unauthorized Practice of Law, No. UPL 07-10. Gary Allan Heath is enjoined from acts constituting the practice of law in Ohio, and civil penalty is imposed.

Pfeifer, J., concurs but would not impose a civil penalty.
