Guide Helps Judges, Courts Plan for Catastrophe

A Clermont County judge has prepared a bench book to outline what steps judges, court personnel and members of the bar should take in the event of a public health emergency.

Common Pleas Judge Robert P. Ringland, who now serves on the 12th District Court of Appeals, writes in his bench book for the Ohio judiciary and bar that plans must be in place for catastrophes that interrupt the administration of justice and the courts. He notes that while events such as the 9/11 terrorism attacks or flooding in New Orleans caused a temporary incapacity or interruption, planning must take into account long-term catastrophes as well, such as an influenza pandemic. “This guide attempts to address issues judges may face during catastrophes in general and during a pandemic in particular,” Judge Ringland said.

He also cites as examples emergencies closer to home such as flooding in Findlay and a mercury spill at the Morrow County Courthouse.
