Application for Admission by UBE Transfer Score

Pursuant to Gov. Bar R. I, Sec. 11, an applicant may transfer a UBE score if they have earned a UBE score that meets or exceeds the minimum score of 270 required by the Board of Bar Examiners.  Please note that Ohio will accept a qualifying UBE score from other UBE jurisdictions as long as the score was obtained in the past five years prior to submission of an applicant’s application, but no earlier than the date of the February 2016 administration of the UBE.  In addition to transferring a UBE score to Ohio, an applicant must file an Application for Admission by UBE Transfer Score.  If the Office of Bar Admissions determines that an applicant has met all the requirements provided in Section 11, an applicant may file an Application for Practice Pending Admission pursuant to Rule I, Sec. 19 to begin practicing law in Ohio while their UBE transfer score application is pending.

Prior to being admitted to the practice of law in Ohio, an applicant must meet all requirements of Section 1 of this rule and shall be reviewed and approved as to their character, fitness, and moral qualifications in accordance with the procedures provided in Sections 12 and 13.

An applicant must have taken the Multistate Professional Responsibility Examination (MPRE) prepared and administered by the NCBE and earned a scaled score or 85 or above.

An applicant must have taken and successfully completed the Ohio Law Component and earned a score of 80 percent or higher.  The Ohio Law Component is a pre-admission requirement and a passing score must be achieved prior to being sworn in.

This Web page contains some of the documents required to complete an Application for Admission by UBE Transfer Score.  Please note that if an application is incomplete when submitted, it will not be accepted and may be returned.  An application is deemed incomplete if it does not have the necessary documents attached, the correct fees included, or the questions are not appropriately answered.

After an application is filed, an applicant will have a continuous reporting obligation.  The applicant will be required to notify the Office of Bar Admissions in writing of any changes or updates to an application until the applicant is admitted to the practice of law.

Upon receipt of a complete application, the Office of Bar Admissions will forward the application to the NCBE.  The NCBE will conduct a background check.  Once the NCBE submits the results of its investigation, the application and the NCBE report will be forwarded to a local bar association to conduct an in-person interview.  The bar association admissions committee will make a recommendation to the Board of Commissioners on Character and Fitness concerning the applicant’s character, fitness and moral qualifications to practice.  An adverse recommendation may be appealed to the Board of Commissioners on Character and Fitness.

In order to be admitted, an applicant’s character and fitness must be approved by the bar association’s admissions committee and the Board of Commissioners on Character and Fitness.

The forms contain fields that permit the entry of requested information.  Only the entered text that you actually see within each field is the text that will print.  If a field is not large enough to display a response, attach a separate sheet or sheets, referencing the form and the question number and part.  Some of the form fields have the ability to accept two lines of information within the form field.

Follow these guidelines when filling out these forms:

  • Do not use all upper case characters; use upper and lower case characters.
  • Use abbreviations when possible (e.g., “St” for “Street”; “Blvd for “Boulevard”).
  • Use a standard two-character abbreviation for each state entered (e.g., “OH” for “Ohio”).
  • Use numeric dates only (e.g., 10/01/1997 or 10/1997).

Fingerprint cards may be obtained from any of the following:

  • The Supreme Court Bar Admissions Office
  • Law schools located in Ohio
  • Chase College of Law – Northern Kentucky University
  • Local police departments

After completing the forms on this web page, print the forms, and then execute the documents.  Please note that a signature on some of the documents must be notarized.  Only executed originals will be accepted for filing; electronic filings are not acceptable.  If an applicant has questions about the forms, please contact the Supreme Court Bar Admissions Office at 614.387.9340.

Other requirements:

Before being admitted to the practice of law in Ohio by UBE transfer score, an applicant must have their MPRE score of 85 or above certified to Ohio and must take and earned a score of 80 percent or higher on the Ohio Law Component.
